E-Verify is crap, and only verifies that the name the employee is using matches the SSN he is using. Instead of making up a random SSN, he is slightly inconvenienced by having to steal a real identity.
I know some undocumented Mexicans, and from what I heard their trick is to borrow the identity of a legal friend or relative, and have five or more work under that identity. The IRS doesn't care, since they pay taxes on each job, but you can be sure that the government will suddenly discover the fraud when the owner of the identity retires and tries to collect Social Security benefits based on those extra jobs.

The young people I know dont ever expect to collect SS.
If the population cannot be stabilized in a rational fashion, then we'll do it the old fashioned with with anarchy, barbarism, and famine. Keep on breeding the misfit until the whole safety net collapses and only the most fit and adaptable survive.

These points come to mind. 1- a homogeneous population will pull together in crisis seeking mutual solutions. The diverse populations will have demagogues arise who will scapegoat minorities rather than find solutions.
2- Survival favors lower populations with higher per capita local resources that will nevertheless need to be well managed. Misogynistic cultures tend also to have too many chiefs and not enuf Indians with the alpha males in constant power struggles for dominance. Egalitarian tribes with women who have birth control forgo immediate conception so that the women can have the time to better organize the resource base.
3- Areas that have lotsa small farms rather than aristocracy with landed estates respond more quickly to the needs of the local population. The latter spends too much on trying to protect concentrated wealth. Serfs and slaves dont have any investment to protect and quickly turn to looting the perceived rich. The result is anarchy. But yeoman farmers self organize for mutual benefit quickly, and their sons have always provided the most effective soldiers.
Half the Green Berets grew up on family farms. This is but 1% of the total US population providing 50% of the nation's most competent troops. Which are not so well organized and suffer from chronic violent power struggles.
If this is to be avoided, then the liberal case workers would do well to ramp up production of daughters with their own caring liberal instincts to do the case management required to keep a lid on it.
