Driving tests do not include all possible events.

Once upon a time, many years ago, I set off in the car to take the
dogs for a walk in the fields a few miles away. As I approached the
end of the lane a camel stepped out from behind a clump of bushes. I
managed to brake just in time. My reactions were slowed by the shock.
The stopping distance would have failed the driving test.
