I'm trying to capture a scene from a movie dvd in its standard format. That is to say it's not a mpeg or dvr-ms. Is there a way to extract and record only a portion of the movie so that I can record it on dvd-r?

Unless you are talking about an HD DVD, the video stream will be MPEG2. It will be multiplexed with audio stream(s) and subpicture stream(s) into .vob files.
There are now a number of programs that can read a .vob file and extract the streams you select. Most will extract to a DVD compliant .mpg (MPEG program/system, encapsulation) or .mpv & .mpa ES files, compatible with a DVD Authoring program.

You could want to try mpeg video wizard, from Womble. It is a MPEG-2 editor and VOB files from DVD are Mpeg-2 files.

Even DVDshrink will do it as it has a function to trim the beginning / end. Just trim a lot. It then generates all the DVD compliant files you need to burn a disc.
Thanks for the help; I've tried both softwares - videoredo plus and womble mpeg video wizard dvd, but am having some problems. I can cut clips out of a dvd using videoredo and cannot join them or burn them to dvd. On the other hand, I can join clips and export a dvd file, but cannot edit clips from the original dvd. At this point, it appears that I have to buy both pieces of software. How do I do all functions using either one or the other?

VideoReDo has a very good joiner function, I use it all the time.
Just "open" the first extracted clip you want to join others to and click on the "Joiner" tab.
Then click on "Add Current Project To Joiner List"
Then do the same for any other clips you want to join with the first one.
Use "Edit Joiner List..." to make sure the clips are in the order you want.
To make a joined file just select "Create Video From Joiner List..." and find a place to put it. You can set the "File Type" and check the "Options" for additional changes you can make.
The .mpg file type is normally what your Authoring program would want to create a video DVD. (You should have the authoring program create the .vob file(s), not VideoReDo.)
You could have used the "Cut Mode" and just cut out all the parts you don't want, then VideoReDo will join what's left automatically.
Something, tells me you have no idea what an Authoring program might be, so you would be better off using the Womble product. Just cut out what you don't want from the timeline till you have only each clip on the timeline, in the order you want them to play.

If you are only going to do this once, for one or a few clips, I'd strongly suggest "DVD Shrink" (already mentioned by Rab) as the tool for you. Recognizing that it will only cut on an I frame (meaning roughly 1/15 to 1/2 second of accuracy) it is simple to use, free of charge, and produces a DVD compatible output set which can be burned directly using Nero, if you have it, or the also free of charge ImgBurn. DVD in, DVD out. No hassle. No menus. And there are tutorials posted about the web.
