It's not an extra 10% of my paycheck - it's a 10% increase of what the state already takes out.
It's going to be a mess next year when they have to pay the money back, unless, of course, they raise income taxes to match the new withholding in the meantime (or hand out more IOUs, but I think Schwarzenegger is just getting ready to pass the buck to Jerry Brown.)
