He probably thought that it could be able to be used as the bullet proof vast. Beside the blazing orange gave him away, it is just a foam to be floating in the water.
this guy here is also a dumb a*s. He should at least try to shoot at it first, to see if it really works before wearing it and show off like that. maybe they used the Armor piercing bullet, That's why it went through.

That shot was close enough to still have plenty of kick and far away enough for the bullet to built up a real momentum. I hear that just by greasing up the bullet with KY Jelly will double its penetrating power. WHAT were these guys thinking? *shaking head*
