The actual science has been distorted and amplified through re-telling by superstitious people, who innocently but stupidly mix in what they already "know" from religion.
I'll guess that the factual underpinning of this story is that there does exist a 2006 paper Lawrence, J. F., and M. E. Wysession, Seismic evidence for subduction- transported water in the lower mantle, in Earth's Deep-Water Cycle, AGU Monograph, 251-261, 2006.

This is the really cool and sensational part -- not just a big discovery in geology, but a fantastic new principle of science. No longer do we need actual evidence. Instead, we can look at a scrap of evidence and *extrapolate* to what future evidence is *going to be*!
This will be really good news to researchers who, until now, spent countless tedious hours checking their results, accumulating more data when the statistics aren't quite strong enough to persuade the skeptical, and who, more often than not, are disappointed and have (until now) had to relinquish attractive theories because they just turn out to be wrong.

So, you are claiming that the internal volume of the planet contained enough water to cover the surface of the planet to a depth of more than a mile AND the removal of this water from the interior did not result in the collapse of the surface crust the aforementioned water drained back into the sub-surface domains from it came. Oh,and most of the people on the planet never noticed this as it happened.
